(*) The reimbursement by the mutual insurance company of excess fees for consultations and medical procedures distinguishes between doctors who have signed up to the controlled pricing schemes (Controlled Pricing Option, Controlled Pricing Option for Anesthesiologists, Surgeons, and Obstetrician-Gynecologists) provided for in the National Agreement of August 25, 2016, applicable to private practitioners, from those of non-participating doctors.

(**) As defined by regulation (the amount of reimbursements for 100% Healthcare care and equipment applies within the limits of the maximum retail price for optical and hearing aids and within the limits of the maximum billing fees for dental care, in force on the date of treatment).

(***) Pursuant to Decrees 2019-21 of January 11, 2019, and 2014-1374 of November 18, 2014. For optical care, the flat rates include the frame and the co-payment. The mutual insurance company reimburses a flat rate for optical equipment every two years or every year for children under 16 or in the event of renewal justified by a change in vision, calculated from the date of purchase of the optical equipment. In all cases, the maximum reimbursement for frames is €50 for Comfort cover and €100 for All Risks cover.

As a foreign student enrolled in a French higher education institution, you must have adequate coverage to live and study in France safely.

In France, certain types of insurance are mandatory or strongly recommended for students:

  • Comprehensive health coverage: French Social Security (via ameli.fr or your European Health Insurance Card) reimburses part of your medical expenses. To supplement these reimbursements, it is essential to take out student mutual insurance or private health insurance.
  • Civil liability insurance: mandatory for your university, internships, and any situation where you could cause harm to others. This insurance is required for your visa.
  • Assistance and repatriation: essential for dealing with an emergency, a hospital stay or a return home.

How does French Social Security work for students?

When you come to study in France, it is essential to understand how student Social Security (also known as Health Insurance) works. This system allows you to be reimbursed for part of your medical expenses: consultations, specialists, medication, dental care, or hospitalization.

Are you from a European Union (EU/EEA/Switzerland) country? Your European Health Insurance Card (EHIC) gives you access to healthcare in France. Please note that coverage remains partial and depends on French rates. Remember to order your EHIC before you arrive in France.

Are you from a country outside the European Union? As an international student, you must register with the French social security system (CPAM) to obtain your social security number and your Carte Vitale, which are essential for your reimbursements. You will need to present your Carte Vitale at each medical appointment.

In both cases, student health insurance remains essential to supplement Social Security and be fully reimbursed for your healthcare expenses.

Home insurance and civil liability: a requirement in France

As a student in France, you are required to take out home insurance and civil liability insurance.

  • In France, you must register with social security in order to have your healthcare costs covered. However, social security does not cover all of your healthcare costs. It is therefore essential to have supplementary health insurance when you come to France to cover the rest of your healthcare expenses.

  • Yes, if you are a citizen of the European Union (EU) or the European Economic Area (EEA), you can use your European Health Insurance Card (EHIC) during your studies in France.
    Remember to apply for it at least 20 days before your departure: it is free and issued by your health insurance provider in your country of origin.
    The EHIC allows you to be reimbursed for medical care in France under the same conditions as a French student affiliated with Social Security.
    However, it does not replace supplementary insurance: without mutual insurance, you will only be partially reimbursed.
    The EHIC does not cover you if you need to be repatriated or if you cause damage to others. That is why, in addition to your European Health Insurance Card, you need to take out comprehensive student insurance for France: health + personal liability + personal accident + assistance for international students.

  • All foreign students who are not citizens of the European Union, the European Economic Area, or Switzerland must register with the French Social Security system upon arrival in France. Registration is free and can be done online at the official website etudiant-etranger.ameli.fr

    This will allow you to obtain a Social Security number and then your Carte Vitale, which are essential for reimbursement of medical expenses (consultations, pharmacy, hospitalization).

    If you come from an EU/EEA country or Switzerland, you do not need to register: your European Health Insurance Card (EHIC) covers you for medical care in France.

  • In France, Social Security (via the Health Insurance system – CPAM) is the basic public system that reimburses part of your medical expenses: consultations, medication, hospitalization, tests, X-rays, etc. However, these reimbursements only cover between 60% and 70% of the agreed rate, and certain types of care (dental, optical, specialists) remain largely or entirely unreimbursed.
