Are your income limited? The Complémentaire santé solidaire (C2S) allows you to receive free or low-cost healthcare. Funded by the government, it reduces the cost of your healthcare expenses.
Consultations, optical care, dental care, hospitalization… everything is covered, with no upfront costs or excess fees.
As a healthcare organization and administrator of the C2S, Smerra supports students every step of the way and takes care of their Complémentaire Santé Solidaire applications.
What is the complementary health insurance scheme?
The complementary health insurance scheme (formerly CMU-C) allows those on the lowest incomes to benefit from full coverage of their healthcare costs. Thanks to the complementary health insurance scheme, you no longer have to pay any upfront costs: you benefit from full third-party payment, which applies at doctors, pharmacies, dentists, and hospitals.
Healthcare professionals cannot charge extra fees, and depending on your income, the C2S may be free or require a minimal contribution (maximum of €1 per day per person).
Who is eligible for the complementary health insurance scheme?
The C2S is aimed at those on the lowest incomes. To be eligible for the complementary health insurance scheme, you must meet two conditions: you must be registered with social security and covered by compulsory health insurance AND your income must be below the C2S threshold (which depends on the composition of your household). Since April 1, 2026, the ceiling has been €10,421 (for C2S without financial contribution) and €14,069 (for C2S with financial contribution).

How do I apply for student health insurance?
To apply for student health insurance, you must submit your application online via your ameli account under the section “mes démarches: faire une demande de C2S” (my procedures: apply for C2S) or by sending a letter to your CPAM using a paper form.
When applying, select Smerra as your managing organization. Once your application has been accepted, you will find your C2S certificate directly in your personal account. Smerra will cover your healthcare costs in accordance with the coverage and benefits provided by C2S.
